General WU TEH CHEN informs me he is still receiving W/T reports from his set in Hong Kong but cannot send them messages. He confirms appointment KOTEWALL as PUPPET Governor. British troops in concentration camps in Kowloon. Some of (?Indians) released but not clear if these include troops. Efforts being made alleviate food situation by reducing Chinese population to half million by compulsory evacuation, Japanese troops reduced to about 3,000. About 60 prominent Chinese housed in Hong Kong hotel in comfort, but subjected to political TUTELEGE with object of persuading them join Nanking government and influencing CHUNGKING government in favour of peace.
